History of the Certification

Permanent makeup has been popular in Europe long before it made its way over to the Western world, making their experience, knowledge, and wisdom on tattooing regulations more stringent than North America.

Because permanent makeup has grown in popularity in Europe and all over the world over the last few decades, the private market for tattoo and permanent makeup ink brands has also exploded. With the ease of purchasing inks online, there has been a lack of proper guidelines and regulation when it came to ingredients contained within these inks. Possible dangerous chemicals and toxins causing health concerns in clients became prevalent, so The European Commision developed a regulatory system for consumer awareness and protection.

What does the Certification represent?

According to the European Commission, The Council of Europe Resolution (CoE ResAP) (2008) is an internationally recognized benchmark. It includes a list of negative of substances that should not be present in tattoos and permanent makeup inks, also establishing the maximum concentrations for some impurities that can be contained in the ink. (Piccinini, Bianchi, Pakalin, Senaldi, 2015). 

Colorants tested according to this resolution provide a high level of safety and a minimum health risk for consumers. The resolution covers - in brief - the following tests:

• Aromatic Amines known to cause Cancer (20 Substances)
• Carcinogens in Categories 1,2 and 3 denoted in the Council Directive 1967/548/EEC of 27th June 1967 (7 Substances)
• Dyes which are carcinogenic, mutagenic, have reprotoxic or sensitizing properties i.e. cause allergic conditions (35 Substances)
• Metals as Impurities (13 Substances)
• Polycyclic Aromatic Hydrocarbons (PAH), Benzene-a-pyrene (BaP)
• Microbiological Test of Sterility

Not only does the ResAP(2008) take into account the potential health risks caused by colorants, aromatic amines, and impurities, it also considers hygienic, packaging, labeling, risk assessment, and information requirements. The basis of all of these requirements being that the tattoo or permanent makeup ink must not endanger the health or safety of persons or the environment.
